Rules/prices for kids of mixed passport holders in local Chinese schools?

I just received the following inquiry -- anyone able to give this person some advice?

We lived in beijing before and are planning to either move back there or move to hong kong.

We plan to enroll our children in pure local, local schools when here.

We have heard many different things about the eligiblty of american passport kids with 1 chinese parent going to local schools....pay more, pay same, etc.

We'd love to chat with someone who knows the government rules or can point us in the right direction of the rules.

It seems to vary from school to school, with no uniform regulation, as far as I can tell. This is especially the case for private schools (to which the majority of expats send their kids) and of which there seems to be little oversight/regulation when it comes to what and how they charge. I do think it is correct to assume that foreign kids will usually be charged higher than locals on average.

At our school, for instance, our daughter (who has a US passport, but is allowed to use her BJ Hukou - that's another long story) was placed in the "international class" (automatically, I might add, we didn't request, nor realize this until after the fact).

As a result we pay slightly higher fees than parents of kids in the "normal" classes. Why this class is considered "international" is still a mystery to me as there is only Singaporean girl in this class of 30-odd kids (and not counting my daughter, who is very much Chinese by culture and language).

Another big consideration is location - Beijing traffic is notorious for good reason. Check out these threads for reference:

I hope your child is getting an excellent education.

Did it make a difference whether a parent was Chinese citizen or not on the rules (my wife is chinese passport)? Was it basically each school made up their rules as they saw sit?

If you dont mind, could you send me a private note with the school your child attends and the "international" supplement they asked you to pay.

The passports of the parents are not considered, but what passport your children hold will make the difference.

And yes, I'd say these tuition/admission rules vary from school to school. I'll send you a pm later with the specifics on our school.

When shopping around for a school for my daughter we visited many a headmaster. The usual scenario when asking for a list of fees was that one would be prepared and made available in a few days, I assured them they need not go through any trouble and the Chinese language fee listing they provide to the Chinese parents would suffice, they would then state that they were "out" of those and would have a new one ready for me in a few days. This is not an experience from any international schools as we live in the very Chinese Westside in the CRD. Needless to say any administrator that could not produce a standard listing of fees was seeing me for the first and last time. We finally settled on the school that had the best program married with the most transparency. So far there have been no surprise or extra fees and all communications sent home are mass-copied Chinese language notices on recycled paper, so I remain comfortable with the choice.

Advice is always great, but at the end of the day you are a consumer. You have made enough purchases in life to know when someone is being straight with you, trust your gut. If something "feels" wrong then it probably is.

An idea is like a child, none is so wonderful as your own.

Hi, our kids go to total local schools. No foreign kids/ international department at all. they are the same demographic as yours, one Chinese parent, (dad) one American, American passports....(no Beijing hukou) . Kids who live in the neighborhood with hukou: free. no BJ hukou, thirty thousand RMB to enter in first grade, which had to be paid in full before starting. A girl from Hebei in my daughter's class paid the exact same, so it wasn't "laowai tax". That came later in the form of an additional five thousand for "international student language support services" My husband instructed me to write back in Chinese, "not necessary, thanks for your concern", He made a follow up call that was considerably less polite. That fee was never mentioned or requested again.
Number two is in kindergarten and pays exactly the same as the other kids in her class. It totally depends on the school. My advice is pick a school and see what happens.
